It has its own dates. Utah employers file TC-941E withholding returns by April 30, July 31, October 31 and January 31.
A close reviews both: who owes the business and how late they are, and what the business owes and when it is due. A receivable nobody chases for a year is a bad-debt question, not a bookkeeping one.

Which calendar applies depends on the account: the Tax Commission files a business quarterly at $50,000 or less of annual sales-tax liability, monthly above that. A monthly filer needs each month closed within weeks of its end, or the return is filed from estimates.
A business that closes monthly reaches December with eleven months already final. One that does not does all twelve in January, alongside the year-end deadlines.
